30,604 valid signatures were required to put the referendum on the ballot, and that effort was successful.

However, in order to pass a constitutional amendment, an absolute majority of the total votes cast in the election must be obtained. The total votes cast were 215,844, meaning that in order to pass, the measure would have needed 107,923 affirmative votes.
Therefore, it failed, even though of those voting on the measure itself, it would have passed.
Term limits initiative in 1996
The same year that the Term Limits Referendum was on the ballot, the Wyoming Term Limits Initiative (1996) was also on the ballot. The initiative got 54.1% of the vote at the election, but was judged to have failed for the same reason as the term limits referendum.
