A two-thirds vote in both chambers of the West Virginia State Legislature is required to refer an amendment to the ballot.
The bill was introduced to the West Virginia State Legislature on February 2. On February 25 the Senate voted in approval of the proposed measure. The proposal was approved by House on March 10, 2011.[2]
