The question on the ballot was, "An initiative declaring that existing taxes imposed by the state of Washington shall not be increased and that no new or additional taxes shall be imposed by the state of Washington."

Path to the ballot

Initiative 251 was filed on March 12, 1970 by Vick Gould of the Tax Limit League. 135,668 signatures were filed on July 3, 1970, qualifying I-251 for the ballot.
