Washington Land Use, Referendum 48 (1995)
R-48 challenged a law recently enacted by the Washington State Legislature: Chapter 98, Laws of 1995, originally certified as Initiative Measure No.164. A "yes" vote was a vote in favor of that law, a "no" vote was a vote against that law.
Chapter 98, Laws of 1995 restricted land-use regulations and expanded the liability of local governments to compensate landowners for reduced property values of land brought about by government regulations.

Path to the ballot
The language for the measure was filed on April 19, 1995 by Lucy B. Steers of Seattle.
231,122 signatures were submitted on July 21, 1995 and the Washington Secretary of State deemed that there were sufficient signatures to put R-48 to a vote of the people.
