Referendum 48 or R-48, a veto referendum, was on the November 7, 1995 ballot in the State of Washington, where it was overturned an act of the Washington State Legislature.

R-48 challenged a law recently enacted by the Washington State Legislature: Chapter 98, Laws of 1995, originally certified as Initiative Measure No.164. A "yes" vote was a vote in favor of that law, a "no" vote was a vote against that law.

Chapter 98, Laws of 1995 restricted land-use regulations and expanded the liability of local governments to compensate landowners for reduced property values of land brought about by government regulations.
