State of Washington Constitutional Amendment 59 (House Joint Resolution 47) was a legislatively-referred constitutional amendment to the Washington State Constitution. It was on the November 7, 1972 ballot in the State of Washington, where it was approved.

Amendment 59 amended Article VII, Section 2 of the Washington State Constitution. It was the 59th amendment approved to the Washington State Constitution subsequent to its adoption in 1889.

Question on the Ballot

The ballot question was, "Shall the formula governing certain excess property tax levies approved by sixty percent of the voters be changed so the election authorizing the levy will be valid either--(1) if (as now) the total of all votes cast on the proposition is at least forty percent of the number cast at the taxing district's last general election; or (2) if the total of "yes" votes is at least three-fifths of forty percent of that number of voters?"

In 1973, the state legislature wanted to amend 59 with the Washington Excess Levy Election Validation Formula, HJR 40 (1973), but it was defeated.
