I-1044, an Initiative to the People, was sponsored by James E. Vaughn.
The official ballot title for I-1044 says, "Initiative Measure No. 1044 concerns taxes on business receipts. This measure would repeal the business and occupation tax as of 2011, and direct the 2010 legislature to enact instead a flat tax on corporate and other business income, subject to certain deductions.

According to the description prepared by the Washington Secretary of State:
- "This measure would repeal the gross receipts tax, commonly known as the business and occupation tax, effective January 1, 2011. The measure would direct the legislature, during its 2010 session, to enact and implement a flat tax on corporate and business taxable income to replace the business and occupation tax. The measure would set forth certain requirements for such a flat tax, such as setting the maximum rate and describing the deductions and credits allowed."
