Amendment 55 amended Article VII, Section 2 of the Washington State Constitution. It was the 55th amendment approved to the Washington State Constitution subsequent to its adoption in 1889.

The ballot statement said, "Proposed amendment to Article VII of Constitution, adding section limiting aggregate annual levy of taxes on real and personal property to forty mills; exempting port and public utility districts; defining taxing districts; authorizing exceeding of limitation in certain cases by vote of electors; authorizing refunding of certain bonds by certain taxing districts outside of limitation by vote of governing body; subjecting amendment to Article VIII, Section 6, of Constitution; and making other exceptions."
