Authority
The office of Treasurer is established in Title 2.2, Chapter 18 of the Code of Virginia:
Title 2.2, Chapter 18, Section 1:
| A. There is created a Department of the Treasury ("the Department"), which shall be under the direct control and supervision of the State Treasurer. The State Treasurer shall be appointed by the Governor to serve at his pleasure or until a successor is appointed and qualified. |

There are no specific qualifications for this office.
Appointments
The treasurer is appointed by, and serves at the pleasure of, the Governor of Virginia.[1]
Vacancies
In the event of a vacancy in the office, the governor appoints a new officeholder.
Duties
The Virginia Treasurer serves as the chief banking officer in the commonwealth. In addition to providing the commonwealth and its agencies with both routine and specialized banking services, they are responsible for:
- managing Virginia's investment portfolio
- issuing bonds
