South Carolina rainy day amendment slated to be on November ballot

COLUMBIA, South Carolina: On November 2, 2010, South Carolina voters will be deciding on four separate ballot measures. One of those ballot measures will ask voters in the state whether or not the state's rainy day fund should be required to have more money in it. The measure is one of two questions that deals with the state budget.[1]
The other question will ask voters whether to authorize that the Capital Reserve Fund be used to replenish the General Reserve Fund at the "applicable percentage". The measure would amend Article III, Section 36(a) of the South Carolina Constitution.[2]
