Result of "Yes" Vote: "Yes" vote amends Constitution, expanding use of vehicle/fuel tax revenues for identified costs of public transportation facility or system (undefined); voters must approve expenditures.
Result of "No" Vote: "No" vote retains exclusive use of vehicle/fuel tax revenues for identified costs of public highways, roads, streets, rest areas; voters need not approve expenditures.
Summary: Amends Constitution. Currently, vehicle/fuel tax or excise revenues shall be used exclusively for: construction, reconstruction, improvement, repair, maintenance, operation and use of public highways, roads, streets, rest areas; administration/refund costs; and retiring bonds pledged with such revenues. Measure extends use of future vehicle/fuel tax or excise revenues to the construction, reconstruction, improvement, repair, maintenance, operation, and use of any public transportation facility or system (undefined), but requires such expenditures to be approved by voters of state or, if a local revenue measure, voters of that political subdivision. Revenues may be used for retirement bonds pledged before January 1, 2009; after, if approved by voters. Before effective date, taxes imposed must be fair and proportionate between light and heavy vehicles. Other provisions.

Petition for an initiated constitutional amendment required eight percent of 1,379,475, or 110,358 signatures. The deadline for filing signatures for the November 2, 2010 ballot was July 2, 2010.
