Oregon Ballot Measure 18 (2002) or House Joint Resolution (HJR) 45 is a legislatively-referred constitutional amendment that would permit local tax districts that have not imposed property taxes in any year on or after July 1 1990 to do so, among other provisions for dividing into tax zones. [1]
