Oregon Ballot Measure 1 (November) was on the statewide November 9, 1993 ballot in Oregon as a legislatively-referred constitutional amendment. It was overwhelmingly defeated.

Measure 1 would have authorized a 5% sales tax. The tax revenues raised would have been earmarked for public schools.

Measure 1 was referred to the ballot by the state legislature.
