November 2, 2010 election in California
342 local ballot measures were also on the November 2 ballot in 50 of California's 58 counties, including well over 100 ballot measures for bonds and new or increased taxes, including local marijuana taxes for both medical and recreational marijuana and county-based vehicle registration taxes. Proposed taxes also included parcel taxes, business taxes, hotel taxes, sales taxes and utility user taxes.
School bond propositions totalling slightly over $4 billion were on the November 2 ballot in 63 school districts.
Counties
Note: There are 58 counties in California. Each of the 58 county election departments is responsible for administering local ballot measure elections for political jurisdictions within the county, including schools, cities and special districts. As of October 24, 15 of the 58 county election offices exhibited no information about November 2, 2010 local ballot measures. After the election, it became evident through reported election results that 11 of these counties did have a combined total of 22 local ballot measures on their ballot. Those counties are Amador County, Del Norte County, El Dorado County, Glenn County, Inyo County, Kings County, Modoc County, Napa County, Nevada County, Tuolumne County and Yuba County.

Note: A potential Measure A, the "City of Mt. Shasta Community Water Rights and Self-Government Ordinance", was removed from the ballot by Siskiyou County Clerk Colleen Setzer on August 12. She said she was removing it "due to alleged procedural errors and violations of elections code, including a changing of initiative language and improper filing of documents and fees." Supporters of Measure A filed an appeal of Setzer's decision in Siskiyou County Superior Court. In addition to a procedural dispute about who the appropriate election official was with whom to file the initiative language before circulation, Siskiyou County claimed in its court filings that Measure A violated the single-subject rule and "Doctrine of Preemption." The Doctrine of Preemption says hat no ordinance can be valid if it duplicates, contradicts or enters into an area fully occupied by general law.[1]
