The Comptroller is responsible for managing the State’s pension fund, for auditing the spending practices of all State agencies and local governments, to oversee the New York State and Local Retirement System, review the New York State and City budgets, approve State contracts and administer the State Oil Spill Fund when needed.
The State Controller is elected to a four-year.
Current officeholder
The current state controller is Thomas P. DiNapoli (D). He has served since February 2007.
Authority
The state Constitution addresses the office of the comptroller in Article V, Officers and Civil Departments.
Under Article V, Section I:

The comptroller and attorney-general shall be chosen at the same general election as the governor and hold office for the same term, and shall possess the qualifications provided in section 2 of article IV... |
Qualifications
The following requirements must be met in order to serve as comptroller:
- a citizen of the United States
- thirty years of age
- a resident of New York for at least five years preceding the election
Elections
New York elects comptrollers in the midterm elections, that is, even years that are not Presidential election years. For New York, 2006, 2010, 2014, and 2018 are all comptroller election years.
Duties
Article V of the state constitution outlines the following duties of the comptroller:
- To audit all vouchers before payment and all official accounts
- to audit the accrual and collection of all revenues and receipts
- to prescribe such methods of accounting as are necessary for the performance of the foregoing duties.
Additionally, the legislature may also assign the following duties to the comptroller:
- supervision of the accounts of any political subdivision of the state
- powers and duties pertaining to or connected with the assessment and taxation of real estate
Compensation
In 2009, the New York Comptroller was paid an estimated $151,500 according to the Council of State Governments.[1]
