The Nebraska Term Limits Ballot Instruction Amendment, also known as Initiative Measure 409, was an initiated constitutional amendment on the November 5, 1996 election ballot in Nebraska, where it was approved.

Text of measure
- A vote "FOR" will amend the Constitution of Nebraska by adding a new provision which would instruct Nebraska's members of Congress and state legislators to support passage and ratification of an amendment to the U.S. Constitution limiting U.S. Representatives to three terms and Senators to two terms; inform voters of candidates' position on these term limits; and instruct the Nebraska legislature to apply to Congress to convene an Article V Convention to propose an amendment to the U.S. Constitution to limit Congressional terms.
- A vote "AGAINST" will not cause the Constitution of Nebraska to be amended in such a manner.
- Shall the Nebraska Constitution be amended to: instruct Nebraska's members of Congress and state legislators to support passage and ratification of an amendment to the U.S. Constitution limiting U.S. Representatives to three terms and Senators to two terms; inform voters of the position of candidates for Congress and legislature on the specified congressional term limits by placing language on election ballots; and instruct state legislators to apply to Congress to convene an Article V Convention for the propose of proposing an amendment to the U.S. Constitution to limit congressional terms? (Provisions severable).[1]
