The Missouri School Operating Levy Amendment, also known as Amendment 2, was a legislatively-referred constitutional amendment on the November 3, 1998 ballot in Missouri, where it was approved.

Text of measure
The language that appeared on the ballot:
- School board may set operating levy no higher than $2.75 without a vote. Voter approval by simple majority required to set levy up to $6.00. Voter approval by two-thirds required to set levy above $6.00.[1]
