Missouri Issue 1 (General) (1986) was a measure regarding city and county bonds for public improvements. This measure was referred to the election ballot by the Missouri State Legislature. It failed with 43.7% of voters in favor.

Text of measure

Upon petition of two-thirds of property owners within a special benefit district, cities and counties may issue bonds for public improvements within the district and levy tax on district property owners to repay bonds. Revenues realized from special assessments are designated to cover the costs of the general obligation bonds.[1]
