The Missouri Commercial Property Surtax Limits Amendment, also known as Amendment 9, was a legislatively-referred constitutional amendment on the August 4, 1992 ballot in Missouri, where it was defeated.

Text of measure
The question asked on the ballot was:
- Would limit commercial property surcharge levies to 1992 receipts, plus adjustments for inflation and constuction. Currently, surcharge rates are not adjusted as are other rates. There would be no revenue reduction to political subdivisions. The commercial property surtax would be subject to the same rate revision rules, including rollbacks, as other property taxes.[1]
