Louisiana Amendment 11 would have been an exemption from ad valorem taxation on drilling rigs used in Outer Continental Shelf waters. It was on the November 7, 2002 election ballot in Louisiana where it was defeated, with 47% of voters in favor.

Act 86 (SB 18) 2002 Regular Session
To exempt from ad valorem taxation drilling rigs used exclusively for the exploration and development of minerals outside the territorial limits of the state in Outer Continental Shelf waters which are within the state for the purpose of being stored, stacked, converted, renovated, or repaired, and any property incorporated in or used in the operation of such drilling rigs.
