Background
This measure sought to establish term limits for school board members. The amendment, if approved by voters, would have also affect those in office at the time. The Jefferson and Lafayette Parishes already had school board term limits so if the measure had gone to a state wide vote those two parishes would not vote on the issue. Carter's goal for the amendment was to force "new blood" and therefore new ideas into the school boards.[1]
Path to the ballot
This amendment was approved by the House side of the Louisiana State Legislature on April 14 with a vote of 78 for and 20 against.[1] The Senate did not approve this amendment, the Senate and Governmental Affairs Committee voted 6 in favor to shelve the measure and 2 against. Although the measure was shelved, the measure still had a small chance to get another vote before the legislative session ends.[2] The session ended June 21, 2010.
