Gray earned her BS in Recreation Administration and Sociology from the University of Northern Colorado in 1971.
After earning her degree, Gray became assistant manager of the Tijeras Arroyo Golf Course at Kirkland Air Force Base. She later worked as a childcare coordinator for Hoffmantown Church from 1980 to 1983. Gray was employed in the field of court report transcription from 1994 to 1997. She has worked as a self-employed Note Reader Scopist since 1994.
Gray served as a member of the Washington Elementary School Board from 1994 to 1998. She was later elected to serve on the Arizona State House of Representatives for the 16th district in 1996. She served until 2002 when she was elected to represent the 10th district. She has been a Precinct Committee-person for the District 10 Republican Party since 1994 and a senator since 2004.
