The recall effort was launched by George Fry. According to Fry, "Councilmember Jack Lynch has demonstrated a gross lack of leadership in his conduct of his city governance including failure to pass a city budget, allowing city government to operate without a budget for six months during 2010-2011 while mayor."
In his public reply to Fry, Lynch stated: “The charges and personal labels put on me in this recall petition are without merit." [2]

Recall organizers would have had 60 days to collect the signatures of 25% of Angel Camp's 2,278 registered voters in order to force a recall election. 570 valid signatures would have been required. [1]
At the time the recall effort was abandoned, elections staff were reviewing the wording of the petition to ensure compliance with the California Secretary of State's requirements.
Fry stated that he abandoned the recall effort because he didn't want “to waste one more second of my energy on somebody I consider useless.” [2]
