The measure was not approved by the legislature at the end of the 2010 legislative session on Friday, April 30, 2010, thus the measure did not appear on the 2010 ballot.

The measure was sponsored by Rep. Carl Domino. "It's something called 'no taxation without representation," said Domino during a House Government Affairs Committee meeting.[2]
Opposition
Opponents argued that the districts were created specifically to avoid "electoral politics." Audobon of Florida executive director Eric Draper said,"You will change fundamentally how these water management districts operate."[2]
Path to the ballot
In order to qualify for the November 2010 ballot the proposed amendment required at least 60% approval in the both the House and the Senate.
