The Hurricane Insurance Creation sponsored the initiative, a companion initiative to HometownDemocracy, however not issued by the same PAC. The term "Hometown Budget" could apply as short hand. The design is local voter control. As Hometown Democracy stated "hence we set the issue of voter control statewide at the highest level, the state constitution".
"Hometown Budget" acted as a cap on the municipality rather than protecting or exploiting a group of property taxpayers. The focus was on the municipal functions not the individuals' tax bill.

Status
The initiative was approved for circulation by the Florida Secretary of State. To be placed on the November 2008 ballot, 611,009 valid signatures were required by January 25, 2008. In Florida, signatures are only valid for up to four years, however, the initiative can be circulated indefinitely. The initiative did not make the ballot.
