First 5 California

First 5 California is a government-funded early childhood program in California. The program was created in 1998 as a result of the approval of Proposition 10 in 1998. First 5 is funded by the $.50 tax increase that Proposition 10 levied on each pack of cigarettes sold in California. Rob Reiner was the program's chairman from 1998-2006.
