California Senate Constitutional Amendment 2 was a proposal for the 2010 ballot to split the legislative sessions of the California State Legislature so that one year of the two-year legislative session is devoted to the state's budget and the other year is devoted to considering new legislation.

Mark Wyland was the bill's sponsor. In support of it, he says, "The dirty little secret is we can't really examine the legislation we get."[1]
