"Guarantee local governments their existing statutory allocations of state sales tax and vehicle license fees, to fund government services that were shifted from state to local responsibility in 2011."
Continue that guarantee as long as local governments have responsibility for the shifted services.
Prohibit legislation that increases the scope of shifted services, unless the state government "provides adequate, ongoing funds to pay for increased costs."
Puts a cap on the state's obligation for actual costs of shifted services at the amount of guaranteed allocations.
Requires a four-fifths (80%) vote in Legislature to reduce local law enforcement mandates predating the shift.

Paul McIntosh submitted a letter requesting a ballot title on November 1, 2011.
The ballot title and ballot summary were issued by the Attorney General of California's office on December 30, 2011.
The 150-day circulation deadline for #11-0061 is May 29, 2012.
807,615 valid signatures are required for qualification purposes.
However, to qualify for the November 6, 2012 ballot, signatures must be submitted earlier than the initiative's 150-day deadline. If the number of signatures submitted is such that the full-check verification method must be deployed, the signatures would have had to be turned in by March 2, 2012. For the random sampling method, signatures would have to be submitted by late April.
