The proposed amendment is sponsored by Sam Blakeslee (R-San Luis Obispo). It would require any bond proposal that gets on the ballot via petition and exceeds $1 billion to specify its funding source.[1]

Section 1 of Article XVIII of the California Constitution defines how to get on the ballot in the state as a legislatively-referred constitutional amendment. Two-thirds of the membership of each chamber of the California State Legislature must propose (vote in favor of) an amendment before the proposed amendment can go on a statewide ballot to be ratified or rejected by the state's voters.
