Jerrol LeBaron was the measure's official proponent.
The proposed initiative had these provisions:
- California's state legislators would be prohibited from voting in support of legislation unless they certified under penalty of perjury that they have read and understood the legislation and executed a statement regarding their duties to the People.
- Legislators would be prohibited from voting on legislation unless they certified under penalty of perjury that they had not received a bribe or engaged in illegal vote swapping.
Fiscal impact
The California Legislative Analyst's Office estimated the fiscal impact on state and local government as:
- "Probably no net increase in state costs."
