Jim Elmore, a local resident, requested that the city clerk prepare affidavits in order to begin the process. In order to set the recall process in motion, Elmore must collect signatures from at least 10 registered voters.
The last recall attempt was in 2003, however the efforts failed after recall supporters failed to collect sufficient signatures to force an election. Arvilla Verceles attempted to recall 7 of the 9 councilors after councilors supporter $381,000 in improvements to Husson College's baseball complex.[1]
Path to the ballot
After the initial petitions are submitted and approved, Elmore and recall supporters had 60 days to collect a minimum of 2,286 valid signatures from Bangor registered voters.[1] [2] As of the March 3 deadline, Elmore had only collected a fraction of the signatures needed, so the process did not go forward.[3]
