Arkansas Amendment 2, also known as the Prohibits an Increase or Decrease in Any Tax Rate or Fee Except on a Three-Fifths Vote of Each House Act was on the November 3, 1998 election ballot in Arkansas as a legislatively-referred constitutional amendmentm where it was defeated.^[1]

Proposes an amendment to the Arkansas Constitution to prohibit the General Assembly from enacting a law to levy a tax, increasing or decreasing the rate of any tax now or hereafter enacted, or otherwise amending or repealing any provisions of any law levying a tax except upon the vote of three-fifths of the total membership of each house.
